NORTH CHICAGO—

A man shown on surveillance video while in custody of the North Chicago police department is joining 18 others and coming forward alleging he was a victim of police brutality.

In July 2010, Paul Smith was on the receiving end of an apparent beating in a police interview room and it was captured by one of the North Chicago department's own cameras.

And yet, Smith, who was charged with public intoxication and resisting arrest, was afraid to come forward. Instead, he left the county.

But then, he says he heard about other cases of alleged brutality.

"They need to stop it. They can't just go around beating people up,” said Smith.

The city has no comment on the allegations. The complaints of police brutality are still the subject of a state police investigation.

Retired Chicago Police Assistant Supt James Jackson was introduced Monday night. Jackson will be sworn in as interim chief at a later date. The last resigned after just six days on the job.
